新型インフル思わぬ余波…出社及ばずＧＷ延長！？

おはようございます。今朝も雨です。これで、東京は４日続けて雨で、明日こそは晴れてほしいと思います。 　昨日、ゴールデンウィークは卓球だったと書きましたが、仕事のほうもペンディング事項をすべて片付けました。そしてもう一つ、事務所と自宅の書斎の整理整頓をしました。 　不要と思われる書類や書籍を思い切って廃棄しました。おかげで、事務所内も第２の仕事場である自宅の書斎もすっきりし、仕事の意欲もますます湧いてきました。職場環境も大事だと改めて痛感しました。 　連休明け、人事担当者や管理職の方々と話す機会がありましたが、やはり新型インフルエンザ対応に追われているようです。企業の対応に関する記事を産経新聞から引用します。 新型インフル思わぬ余波…出社及ばずＧＷ延長！？（５月８日　産経新聞） 　最長で１２日間に及んだ今年のゴールデンウイーク（ＧＷ）。海外でゆったり過ごし、英気を養って７日から出勤しようとしたところ、会社から「出社に及ばず」と通告される人が続出している。拡大を続ける新型インフルエンザの感染への懸念が理由だ。「さらにＧＷが伸びた」と喜ぶ人、「このまま解雇か」と心配する人など反応はさまざま。過剰反応なのか。万が一の蔓延（まんえん）を防ぐための適正な措置なのか。予期せぬ事態に波紋が広がっている。 　「帰国後３日間は出社に及ばず」 　大手電機メーカーに勤める東京都内の４０代の男性管理職は、６日まで家族で韓国旅行中、会社からこんな連絡を受け取った。旅行先でも日々、チェックしていたメールで連絡があったという。男性は自宅から会社の会議にインターネットで参加しており、出勤扱いになっているものの「おれの出世は終わった」とまで落ち込んだという。 　関西の国立大学の特任教授（６３）も韓国へ旅行。海外渡航の届け出をしていたところ、９日間の「出校停止」通告を受けた。講師を務める大阪府内の私立大に問い合わせたが「そんなに大げさなことはしません」と言われ、対応の違いに驚いたという。 　富士通（東京）は５日、４月２７日以降にメキシコから帰国した社員は１０日間、メキシコ以外の海外から帰国した社員は３日間、それぞれ自宅待機するよう指示した。ＧＷ前に海外旅行を届け出た社員は約３８０人。メキシコ行きは数人おり、実際に出勤していない人もいるが、現在のところ発熱やせきなどの症状を訴えている社員はいない。 　同社広報ＩＲ室は「富士通の社員が感染源となって、世間に広めるようなことがあってはならないと考えた措置」と話す。 　三井物産（同）は４月２８日に新型インフルエンザの警戒水準がフェーズ４に引き上げられたのを受け、メキシコ出張から帰国した社員を１０日間、自宅待機にすることを決めた。その時点で対象が数人いたという。 　インターリスク総研（東京）のまとめによると、４月末時点でメキシコへの出張禁止の措置を取った企業は全国で２０社。メキシコだけでなく米国出張も禁じた企業は２社あり、海外出張を全面禁止した企業も７社あった。 同総研の篠原雅道・主任研究員は「企業は感染予防と事業継続という相反する目標を追わねばならず、出社禁止もやむをえない。ただ昨今の雇用情勢で出社に及ばずといわれれば『このまま解雇か』と心配するのも無理はない。バランスが難しい」と指摘する。 　厚生労働省の難波吉雄・新型インフルエンザ対策推進室長は「訪れていた地域、期間など、それぞれ事例によって企業がリスクを判断していることで、国として企業にやるべきだとも過剰反応だとも言えない」としている。（了） 　この記事は、国内勤務者の海外旅行からの帰国についての制限を取り上げていますが、海外に多くの駐在員を出している企業は、それぞれの国に事情に合わせ、きめ細かな対応をする必要があり、さらに大変です。 　私はこれらの大手企業の対応が過剰だとは思いません。自宅待機を命じられることはある程度想定される中、リスクを冒して海外に行ったわけですから、当然のことだと思います。「おれの出世は終わった」とか「解雇か」と思うようなら、そもそも自粛すべきだったのではないでしょうか？ 　これから対策を検討する企業にとって、労政時報第３７３７号（０８．１１．１４号）の特集記事、特に企業事例（東京電力、日本ユニシス）は大変参考になります。 　それから、従業員への注意喚起ということで、「新型インフルエンザ予防マニュアル」を配布する企業も多いようです。取敢えず参考になりそうなものをリンクしておきます。 　⇒　 http://www.gendaikenko.co.jp/booklet/other/04/93.html 下記応援クリックを戴ければ幸いです。 人気ブログランキングの投票となっています。 ここをクリック ！
